The pair were in Tavistock Road, having walked through Wisbech Park, when the robber cycled up behind them, got off his bike and grabbed the handbag, causing the victim to spin around.
He then got on his bike and rode off towards the park.
The victim was not injured but was left shaken.
The robber was described as white, about 5'8" and was riding bare-chested.
DC Rachel Pearce said: "I am appealing for anyone who was in the area at the time to consider whether they saw anything suspicious.
