Aspen Build (East Anglia) has applied to develop the five-acre site at Terrington St John.
A planning statement says 46 properties could be built on the land off School Road, including nine affordable homes.
It has proposed a mix of two, three and four-bedroom houses, along with two new access roads and areas of open space.
Plans for 35 new homes were agreed for the same site in 2017, but the scheme did not go ahead.
The planning statement adds the site was also earmarked for "at least 40 houses" in Terrington's neighbourhood plan.
"There has already been a planning approval for the site’s comprehensive redevelopment," it goes on. "This application follows similar principles."
