Fenland Council has now given the green light for plans to demolish Waverley Nurseries in Wisbech and build 42 new houses on its site.
It comes after legal papers were agreed confirming the bungalows would all be affordable rented homes.
Four people living near the site on Barton Road objected on grounds including increased traffic and the impact of the development on local wildlife before plans were first agreed in November.
They were supported by Wisbech MP Steve Barclay, who said the scheme would "significantly increase traffic on North Brink and Barton Road, which are already narrow and frequently congested".
He added local GP practices were already "overwhelmed", while the new homes would also place added strain on the area's outdated water and sewage systems.
A planning statement on behalf of applicants Bowsall Developments and Housing 21 said the scheme would make "a meaningful contribution" to meeting the need for affordable homes in the town.
