Plans for a remote barn conversion have been turned down because it is close to a barn and working farm.
West Norfolk Council has refused proposals by Larissa Clifton to convert the building at Walpole Highway, between King's Lynn and Wisbech, into a one-bedroom home.
A planning officer's report said the site off Mill Bank was "in very close proximity to a large agricultural barn" and a field used for arable farming.
It concluded: "The proximity of the proposed dwelling to operational farmland and a large agricultural building would result in the potential for noise and disturbance, odour and dust issues for the future occupants of the dwelling."
A previous application was turned down because it did not include measures to mitigate against the disturbance.
A planning statement said the property was built in the 1970s to house shepherds while their flocks were on neighbouring land.
It added: "The building has now been used for agricultural storage, however this has now become surplus to requirements, and is not suitable for modern agricultural – having been originally built as a modest house."
