BUSINESSMAN Norman Jacobs has been refused permission to remove 15 windows at is bingo club in Chapel Road, Wisbech.
Planners believes the proposed developed would result in "an unattractive elevation" and would damage the conservation area and have a detrimental impact on the area.
Mr Jacobs had wanted to brick up the openings to that part of the building which is used as a snooker hall. He said the windows had begun to rot and had been blocked, internally, for years.
However Fenland planners say if the scheme is to go ahead they want a different method of blocking up the windows to be utilised.
"The conservation officer suggested a more colourful or snooker related design and these comments were forwarded to the agent," says a council official. "The agent disagreed with the comments and did not want to amend the scheme."
Wisbech Town Council and Wisbech Society raised no objection and no one else submitted comments, the official added.
