Who is responsible for the closure and is it legal to do so?
As a road tax payer, I think I have a right to drive on a class A road.
I have recently moved into the area and it seems crazy that in the 21st Century a major A road is flooded (not by a act of God), but on purpose, and it seems to be accepted.

Any complaints are about bad sign management - not about why the road is closed.
I think it would make a good story to find out the policy and responsibilities for this closure.
