Psammophis Sibilans aren't that rare, while uncommon in captivity Psammophis Sibilans is often imported under the name Psammophis Spp but there are a few and there is even captive breeding here have a look at this thread on a UK reptile forum there are a few people with this exact species.

Generally they sell for about �40-80 and are probably going to be on next year's import list.
Also, why are you using the outdated scientific name? Seriously it hasn't been Psammophis Brevirostris in years, maybe decades, Psammophis Sibilans is the current and correct scientific name.
